MEMO: Appointment Notification Regarding Leaves for ASEs

To: All Units Hiring ASEs for Spring 2008

Due to the transition in applying the terms of the UC-UAW Contract, effective October 1, 2007, signed October 17, 2007, hiring units may not have included the following information in ASE letters of appointment notification or supplemental documentation. The Graduate Division is requesting that hiring units send the following notice to all its ASE appointees for Spring 2008 and attach any policies that may pertain to Item B below.
A. Labor Relations weblink to the UC-UAW Agreement (PDF)
B. Departmental Policies, if they exist, concerning:
- Reader/tutor pay formulae (to be attached by your hiring unit, if applicable to your appointment and if the hiring unit has such a formula)
- Policy on class, section, or lab size (to be attached by your hiring unit)
C. Benefits
- Partial Fee Remission and Student Health Insurance Programs. ASEs who are graduate students with appointments in eligible titles that total 25% or more of full-time for the entire term are eligible to participate in the University’s Partial Fee Remission and Student Health Insurance Programs in accordance with the policies and provisions established for those programs. An ASE who is not a registered student, and who is not eligible to participate in the Student Health Insurance Program, will be eligible to participate in the non-student University Health Insurance programs in the same manner as other similarly situated non-student, non-represented academic employees. A registered undergraduate student appointed in Title Code 2310 or 2311 with an appointment level of 25% or more of full-time for a given term is eligible to participate in the University’s Partial Fee Remission program for Education and Registration Fees in accordance with the policies and provisions established for those programs.
- Leaves. Military, Short-term and Long-term Family-Related Leave, Bereavement, and Jury Duty leaves were provided for in the October 1, 2007 contract. A chart concerning the general leave provisions are attached. For further description of these leaves, consult Article 17 of the UC-UAW Agreement, posted on the Labor Relations website (PDF).
- Childcare. Effective July 1, 2008, the University will establish a system-wide childcare reimbursement program for eligible ASEs. The program will define reimbursable expenses and related procedures. Each eligible ASE shall receive up to $300 per quarter or $450 per semester for expenses incurred during the ASE’s appointment period in the regular academic year. An eligible ASE is a registered student with at least a 25% ASE appointment who has (a) qualified dependent(s). For the purposes of this program, qualified dependents shall include non-school age children in the custody of the ASE.
- Dependent Coverage. Effective January 1, 2009, all ASEs shall be entitled to participate in the UC Dependent Care Reimbursement Program. The terms of this plan shall be determined by UC in accordance with Internal Revenue Service regulations.
